云南省人民政府辦公廳關于加快推進政府性融資擔保高質量發展的實施意見


各州(市)人(ren)民政府,省直各委、辦(ban)、廳、局,中央駐滇有關單位,有關金融機(ji)構:


  為進一步發(fa)揮政府性融資擔(dan)保(bao)穩增長、調結(jie)構、促改(gai)革、惠民生(sheng)的重要作用,發(fa)揮逆(ni)周期調節功能,助力小微企業和“三(san)農”主(zhu)體(ti)紓困發(fa)展,更好(hao)服務“3815”戰略發(fa)展目標,現就加快推進我省(sheng)政府性融資擔(dan)保(bao)高質量(liang)發(fa)展提出以下(xia)意(yi)見(jian)。


  一、明(ming)確發(fa)展定位(wei)目標(biao)


  (一)明確(que)發展定位。以習(xi)近平新時代(dai)中國特色(se)社會主義思想為指導,全(quan)面貫徹落實(shi)黨的二十(shi)(shi)大和二十(shi)(shi)屆(jie)二中、三中全(quan)會精神(shen),認(ren)真落實(shi)省(sheng)委十(shi)(shi)一屆(jie)七(qi)次全(quan)會要求,堅持(chi)(chi)穩(wen)中求進工作總基調,聚(ju)焦解決擔(dan)保(bao)合力不強、銀擔(dan)合作不暢、擔(dan)保(bao)支(zhi)持(chi)(chi)行業過度集中、風(feng)險分擔(dan)機(ji)制不健全(quan)等問題,加大政策扶持(chi)(chi)力度,持(chi)(chi)續優化(hua)擔(dan)保(bao)支(zhi)持(chi)(chi)的產(chan)業領(ling)域,推動政府性融資擔(dan)保(bao)機(ji)構(gou)堅守準(zhun)公共定位,堅持(chi)(chi)保(bao)本微利(li),聚(ju)焦支(zhi)小支(zhi)農(nong),不斷提升(sheng)服務實(shi)體經濟(ji)能力。


  (二)明確發(fa)展(zhan)目標。政府(fu)性融資擔(dan)保機(ji)構(gou)要圍繞“三大經濟”,聚(ju)焦高原特色農業(ye)(ye)(ye)、科(ke)技(ji)創新、文化旅游、新材料、生(sheng)物醫藥、先(xian)進裝備制造(zao)、綠色能源、外(wai)貿等(deng)重點產(chan)業(ye)(ye)(ye)鏈優化資源配置。依托資源稟賦,根據(ju)產(chan)業(ye)(ye)(ye)規劃,發(fa)揮興(xing)產(chan)業(ye)(ye)(ye)、強龍頭、聚(ju)鏈條、補短板功能。突出(chu)就業(ye)(ye)(ye)優先(xian)導向,優先(xian)向勞動密(mi)集型、就業(ye)(ye)(ye)友好型企(qi)業(ye)(ye)(ye)提供擔(dan)保服務,更(geng)好支(zhi)持帶動就業(ye)(ye)(ye)。加大對科(ke)技(ji)創新企(qi)業(ye)(ye)(ye)支(zhi)持力度(du),推(tui)動科(ke)技(ji)產(chan)業(ye)(ye)(ye)鏈突圍,積極培育發(fa)展(zhan)新質(zhi)生(sheng)產(chan)力。到2030年底,力爭全(quan)省政府(fu)性融資擔(dan)保機(ji)構(gou)支(zhi)小支(zhi)農擔(dan)保貸款(kuan)余(yu)額超過700億(yi)元,其中,聚(ju)焦重點產(chan)業(ye)(ye)(ye)鏈的(de)擔(dan)保貸款(kuan)余(yu)額力爭不低(di)于50%。


  二、完(wan)善融資擔保體系


  (三)規(gui)(gui)范三級風險分擔(dan)組織(zhi)體系(xi)。按照“國家(jia)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)基金—省(sheng)(sheng)級政府性(xing)融(rong)資(zi)(zi)再擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構—州(市)級政府性(xing)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構”三層組織(zhi)架構,規(gui)(gui)范推進我省(sheng)(sheng)政府性(xing)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)體系(xi)建設(she),有(you)效(xiao)分散(san)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構風險,形成擔(dan)保(bao)(bao)(bao)(bao)(bao)合力(li)。各級財政部門按照本級政府授權履行(xing)出資(zi)(zi)人職責,對(dui)政府性(xing)融(rong)資(zi)(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構實(shi)施(shi)國有(you)金融(rong)資(zi)(zi)本穿透管理,形成數量適中、結構合理、錯位發展、穩健運行(xing)的(de)“1+16”擔(dan)保(bao)(bao)(bao)(bao)(bao)體系(xi)。


  (四)強化(hua)省(sheng)級政(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)機構(gou)(gou)的(de)再(zai)(zai)擔(dan)保(bao)(bao)(bao)機構(gou)(gou)功能(neng)(neng)定(ding)位(wei)。省(sheng)級政(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)機構(gou)(gou)要充分發(fa)(fa)(fa)揮龍(long)頭作(zuo)(zuo)用(yong),切實(shi)提(ti)(ti)升(sheng)自身經營管(guan)理(li)(li)水(shui)平(ping)和(he)風險(xian)控(kong)(kong)制能(neng)(neng)力(li),以再(zai)(zai)擔(dan)保(bao)(bao)(bao)業(ye)務為主建(jian)立全(quan)省(sheng)統(tong)一的(de)政(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)體(ti)系(xi)。發(fa)(fa)(fa)揮“機構(gou)(gou)體(ti)系(xi)核心(xin)、扶持(chi)政(zheng)策平(ping)臺(tai)、銀擔(dan)合(he)作(zuo)(zuo)窗(chuang)口”作(zuo)(zuo)用(yong),放大(da)業(ye)務經驗、風險(xian)管(guan)理(li)(li)、資本、人才等方面的(de)優勢,加(jia)強與國家(jia)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)基金(jin)合(he)作(zuo)(zuo),指(zhi)導州(zhou)(市)級政(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)機構(gou)(gou)規范(fan)業(ye)務模(mo)式,持(chi)續(xu)擴(kuo)大(da)業(ye)務規模(mo)。逐步收回對(dui)州(zhou)(市)、縣(市、區)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)公司的(de)股權(quan)投資,統(tong)一管(guan)理(li)(li)要求和(he)服(fu)務標準,制定(ding)業(ye)務操作(zuo)(zuo)、風險(xian)控(kong)(kong)制、內控(kong)(kong)管(guan)理(li)(li)等指(zhi)引,幫助州(zhou)(市)級政(zheng)府性(xing)融(rong)(rong)(rong)資擔(dan)保(bao)(bao)(bao)機構(gou)(gou)提(ti)(ti)升(sheng)管(guan)理(li)(li)水(shui)平(ping)和(he)抗風險(xian)能(neng)(neng)力(li),達到增信、分險(xian)、規范(fan)作(zuo)(zuo)用(yong),引領(ling)行業(ye)發(fa)(fa)(fa)展(zhan)。


  (五)壯大(da)州(zhou)(市(shi)(shi)(shi))級(ji)(ji)政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou)實(shi)力。各州(zhou)(市(shi)(shi)(shi))要統籌地(di)方財(cai)力和(he)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)資(zi)(zi)源,原則上培育一(yi)家(jia)資(zi)(zi)本實(shi)力不低于(yu)3億元的(de)州(zhou)(市(shi)(shi)(shi))級(ji)(ji)政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou),作(zuo)為服務小(xiao)微企業和(he)“三農(nong)”主(zhu)體的(de)主(zhu)力軍,支撐(cheng)行業發展(zhan)。在(zai)(zai)確保(bao)(bao)(bao)機構(gou)平(ping)穩(wen)運行、業務正常(chang)開展(zhan)的(de)前提下,積極穩(wen)妥推進機構(gou)改革(ge)。無(wu)政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou)的(de)州(zhou)(市(shi)(shi)(shi))要加快機構(gou)新設,有政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou)的(de)州(zhou)(市(shi)(shi)(shi))要加快增資(zi)(zi)、合并、重組,統籌推進縣(市(shi)(shi)(shi)、區)級(ji)(ji)財(cai)政(zheng)(zheng)(zheng)出(chu)資(zi)(zi)入股州(zhou)(市(shi)(shi)(shi))級(ji)(ji)政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou),原則上縣(市(shi)(shi)(shi)、區)不再保(bao)(bao)(bao)留政(zheng)(zheng)(zheng)府(fu)(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)機構(gou)。鼓(gu)勵有條件的(de)州(zhou)(市(shi)(shi)(shi))在(zai)(zai)經濟(ji)相對發達、小(xiao)微企業和(he)“三農(nong)”主(zhu)體融(rong)資(zi)(zi)需求旺盛(sheng)的(de)縣(市(shi)(shi)(shi)、區)設立辦事處(chu),不斷增強融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)(bao)服務能(neng)力。


  (六(liu))加(jia)強(qiang)政(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)(ji)構(gou)名單管理(li)。省財政(zheng)(zheng)廳要(yao)(yao)會(hui)同省金(jin)融(rong)管理(li)局等部門(men)開(kai)(kai)展政(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)(ji)構(gou)確認工(gong)作,建立政(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)(ji)構(gou)名單,并實行工(gong)作考核(he)(he),督促其(qi)實現法(fa)人(ren)、業務、財務、考核(he)(he)、管理(li)“五獨立”,避免政(zheng)(zheng)策性(xing)(xing)業務邊緣化(hua)和外(wai)部風(feng)險導入(ru)。分類(lei)監(jian)(jian)管評(ping)(ping)級(ji)B級(ji)以(yi)(yi)下、擔(dan)(dan)(dan)保(bao)能力不足、違法(fa)違規經營(ying)、出(chu)現重大風(feng)險的(de)機(ji)(ji)構(gou)要(yao)(yao)退出(chu)政(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)(ji)構(gou)名單,待整(zheng)改(gai)完成后(hou)重新納入(ru)名單管理(li)。分類(lei)監(jian)(jian)管評(ping)(ping)級(ji)B級(ji)以(yi)(yi)下機(ji)(ji)構(gou),經濟效(xiao)益及社(she)會(hui)效(xiao)益作用(yong)發(fa)揮明顯、業務占比(bi)符合(he)要(yao)(yao)求的(de),納入(ru)政(zheng)(zheng)府(fu)(fu)性(xing)(xing)融(rong)資(zi)(zi)擔(dan)(dan)(dan)保(bao)機(ji)(ji)構(gou)重點(dian)監(jian)(jian)管名單,在限(xian)制經營(ying)范圍內開(kai)(kai)展擔(dan)(dan)(dan)保(bao)業務。


  三、聚焦支小支農主業


  (七)回歸(gui)擔(dan)(dan)(dan)保(bao)(bao)主(zhu)業。各(ge)州(市(shi))政府性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構(gou)要合理(li)界定服務對象范(fan)圍,聚焦(jiao)我省重點(dian)產業鏈中(zhong)的小(xiao)(xiao)(xiao)(xiao)微企業、個(ge)體工商(shang)戶(hu)(hu)、農(nong)(nong)戶(hu)(hu)、新型農(nong)(nong)業經營主(zhu)體等,確保(bao)(bao)支(zhi)(zhi)小(xiao)(xiao)(xiao)(xiao)支(zhi)(zhi)農(nong)(nong)擔(dan)(dan)(dan)保(bao)(bao)業務規(gui)模和(he)戶(hu)(hu)數占比達到80%以上。單(dan)戶(hu)(hu)支(zhi)(zhi)小(xiao)(xiao)(xiao)(xiao)支(zhi)(zhi)農(nong)(nong)擔(dan)(dan)(dan)保(bao)(bao)貸(dai)款(kuan)金額不超過(guo)2000萬元(yuan),其中(zhong),500萬元(yuan)(含)以下的擔(dan)(dan)(dan)保(bao)(bao)金額占比不低(di)于50%。到2028年,省級政府性(xing)融資擔(dan)(dan)(dan)保(bao)(bao)機構(gou)支(zhi)(zhi)小(xiao)(xiao)(xiao)(xiao)支(zhi)(zhi)農(nong)(nong)再擔(dan)(dan)(dan)保(bao)(bao)責(ze)任(ren)金額占全部(bu)擔(dan)(dan)(dan)保(bao)(bao)責(ze)任(ren)金額的比例不低(di)于80%。逐(zhu)步降低(di)或免(mian)除(chu)支(zhi)(zhi)小(xiao)(xiao)(xiao)(xiao)支(zhi)(zhi)農(nong)(nong)貸(dai)款(kuan)反(fan)擔(dan)(dan)(dan)保(bao)(bao)要求,原則上100萬元(yuan)(含)以下的支(zhi)(zhi)小(xiao)(xiao)(xiao)(xiao)支(zhi)(zhi)農(nong)(nong)擔(dan)(dan)(dan)保(bao)(bao)貸(dai)款(kuan)不設置資產抵質押(ya)反(fan)擔(dan)(dan)(dan)保(bao)(bao)措施。


  (八)突出(chu)重(zhong)點對象。政府性融(rong)(rong)資(zi)擔保機(ji)構(gou)要重(zhong)點支持(chi)單戶擔保金(jin)額(e)500萬元(含)以下的小微(wei)企(qi)(qi)(qi)業(ye)(ye)和(he)“三農(nong)”主體,優先為貸(dai)款信用記錄和(he)有效(xiao)抵(di)質押品(pin)不足但產品(pin)有市場、項目(mu)有前景、技(ji)術有競爭(zheng)力的小微(wei)企(qi)(qi)(qi)業(ye)(ye)和(he)“三農(nong)”主體融(rong)(rong)資(zi)提(ti)供(gong)擔保增信。在風險(xian)可控前提(ti)下,結合地方優勢特色產業(ye)(ye)創新擔保產品(pin)。持(chi)續優化支持(chi)重(zhong)點產業(ye)(ye)結構(gou),積極為重(zhong)點產業(ye)(ye)鏈(lian)供(gong)應(ying)鏈(lian)中的企(qi)(qi)(qi)業(ye)(ye)及(ji)上下游企(qi)(qi)(qi)業(ye)(ye)提(ti)供(gong)擔保服務,通過供(gong)應(ying)鏈(lian)金(jin)融(rong)(rong)實現業(ye)(ye)務聚散為整(zheng)、集約(yue)作業(ye)(ye)。


  (九)引(yin)導(dao)降(jiang)費(fei)讓(rang)利。政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構(gou)(gou)在可持續經營的(de)(de)前(qian)提下(xia)要調降(jiang)擔(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率(lv)。其中,單(dan)戶擔(dan)保(bao)(bao)(bao)(bao)(bao)金額(e)500萬元(yuan)(含(han))以下(xia)的(de)(de)業務(wu),各州(zhou)(市(shi))政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構(gou)(gou)向(xiang)小微企(qi)業和(he)“三(san)農”主(zhu)體收取(qu)的(de)(de)擔(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率(lv)原(yuan)(yuan)則(ze)上不(bu)(bu)超過擔(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)金額(e)的(de)(de)1%,省(sheng)級政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構(gou)(gou)向(xiang)州(zhou)(市(shi))級機(ji)構(gou)(gou)收取(qu)的(de)(de)再擔(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率(lv)原(yuan)(yuan)則(ze)上不(bu)(bu)超過擔(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)金額(e)的(de)(de)0.12%。單(dan)戶擔(dan)保(bao)(bao)(bao)(bao)(bao)金額(e)500萬元(yuan)以上、2000萬元(yuan)(含(han))以下(xia)的(de)(de)業務(wu),各州(zhou)(市(shi))政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構(gou)(gou)向(xiang)小微企(qi)業和(he)“三(san)農”主(zhu)體收取(qu)的(de)(de)擔(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率(lv)原(yuan)(yuan)則(ze)上不(bu)(bu)超過擔(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)金額(e)的(de)(de)1.5%,省(sheng)級政(zheng)(zheng)府(fu)性融(rong)資(zi)擔(dan)保(bao)(bao)(bao)(bao)(bao)機(ji)構(gou)(gou)向(xiang)州(zhou)(市(shi))級機(ji)構(gou)(gou)收取(qu)的(de)(de)再擔(dan)保(bao)(bao)(bao)(bao)(bao)費(fei)率(lv)原(yuan)(yuan)則(ze)上不(bu)(bu)超過擔(dan)保(bao)(bao)(bao)(bao)(bao)貸(dai)款(kuan)金額(e)的(de)(de)0.15%。

四(si)、健全(quan)銀擔合作機制(zhi)


  (十)創新銀擔(dan)(dan)合(he)作模式。省級(ji)政府性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)機(ji)構(gou)要(yao)推(tui)動與銀行(xing)業金(jin)融(rong)機(ji)構(gou)省級(ji)分(fen)支機(ji)構(gou)的“總對(dui)總”合(he)作,引導銀行(xing)業金(jin)融(rong)機(ji)構(gou)擴大分(fen)支機(ji)構(gou)審批權限,在授(shou)信額度、擔(dan)(dan)保(bao)放大倍數、貸款利率(lv)、續貸條(tiao)件、免收保(bao)證金(jin)、風險(xian)緩釋化解(jie)等方面為州(市(shi))級(ji)政府性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)機(ji)構(gou)提供更多優惠。支持(chi)政府性(xing)融(rong)資(zi)擔(dan)(dan)保(bao)機(ji)構(gou)與地方法人銀行(xing)業金(jin)融(rong)機(ji)構(gou)開(kai)展合(he)作,助力地方優勢(shi)特色產業提檔(dang)升(sheng)級(ji)。


  (十一)明確(que)風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan)比(bi)(bi)例。健全省級政(zheng)府性(xing)(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)保機(ji)構(gou)(gou)(gou)(風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan)40%)、州(市(shi))級政(zheng)府性(xing)(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)保機(ji)構(gou)(gou)(gou)(風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan)40%)和(he)銀(yin)行(xing)(xing)業(ye)金(jin)融(rong)(rong)機(ji)構(gou)(gou)(gou)(風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan)20%)的(de)“442”銀(yin)擔(dan)(dan)(dan)(dan)風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan)機(ji)制。符合(he)國家融(rong)(rong)資擔(dan)(dan)(dan)(dan)保基金(jin)要求的(de)業(ye)務,省級政(zheng)府性(xing)(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)保機(ji)構(gou)(gou)(gou)要積極爭取國家融(rong)(rong)資擔(dan)(dan)(dan)(dan)保基金(jin)再擔(dan)(dan)(dan)(dan)保風(feng)(feng)(feng)險(xian)(xian)分擔(dan)(dan)(dan)(dan),有效分散體系風(feng)(feng)(feng)險(xian)(xian)。對于貸款規(gui)模增長(chang)快(kuai)、小微企業(ye)和(he)“三農(nong)”主體戶數占比(bi)(bi)大的(de)銀(yin)行(xing)(xing)業(ye)金(jin)融(rong)(rong)機(ji)構(gou)(gou)(gou),政(zheng)府性(xing)(xing)融(rong)(rong)資擔(dan)(dan)(dan)(dan)保機(ji)構(gou)(gou)(gou)可(ke)適當提高自身承擔(dan)(dan)(dan)(dan)的(de)風(feng)(feng)(feng)險(xian)(xian)責任(ren)比(bi)(bi)例或擴大合(he)作貸款規(gui)模。


  (十(shi)二)推(tui)進數字融(rong)(rong)(rong)擔轉型(xing)。推(tui)動國家融(rong)(rong)(rong)資(zi)擔保基金SaaS系(xi)統州(市)業務全覆蓋,完善云南省融(rong)(rong)(rong)資(zi)信(xin)用服(fu)務平臺功能,打(da)造我省政(zheng)(zheng)府性融(rong)(rong)(rong)資(zi)擔保體系(xi)信(xin)息服(fu)務中樞,推(tui)動“政(zheng)(zheng)、銀(yin)、企”信(xin)息互通和(he)共(gong)享應用,結合(he)大(da)數據(ju)、智(zhi)能風控(kong)等金融(rong)(rong)(rong)科技手段,創新開發“信(xin)用+擔保”新型(xing)金融(rong)(rong)(rong)服(fu)務產品(pin)。銀(yin)行業金融(rong)(rong)(rong)機(ji)(ji)構要(yao)做(zuo)深(shen)做(zuo)實普惠金融(rong)(rong)(rong)考核激勵、資(zi)源傾斜、盡職(zhi)免責等內(nei)部管理(li)機(ji)(ji)制,針對(dui)小微企業輕資(zi)產特點(dian),加大(da)“首貸戶”支持力(li)度,與政(zheng)(zheng)府性融(rong)(rong)(rong)資(zi)擔保機(ji)(ji)構合(he)力(li)開發適合(he)知識(shi)產權質押、應收賬款、存單(dan)、倉單(dan)、訂單(dan)和(he)保單(dan)融(rong)(rong)(rong)資(zi)的擔保產品(pin),提升小微企業和(he)“三農”主體融(rong)(rong)(rong)資(zi)便利(li)度和(he)可獲得性。


  五、強化財稅正向激勵


  (十三(san))完善(shan)資(zi)(zi)本(ben)(ben)金補充機(ji)制。各州(市(shi))要(yao)綜(zong)合考慮支小支農擔(dan)(dan)保(bao)(bao)責任(ren)余額、責任(ren)余額放(fang)大倍數、風險防控等因素,建立可(ke)持續資(zi)(zi)本(ben)(ben)金補充機(ji)制。鼓勵參與銀擔(dan)(dan)合作的銀行業金融(rong)機(ji)構(gou)(gou)向政(zheng)(zheng)府(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)機(ji)構(gou)(gou)注資(zi)(zi)、捐資(zi)(zi)。省級(ji)財政(zheng)(zheng)要(yao)統籌中央和(he)省級(ji)有關資(zi)(zi)金,支持擔(dan)(dan)保(bao)(bao)放(fang)大倍數高、代償(chang)率(lv)控制在合理區(qu)間、功(gong)能作用發揮(hui)充分的州(市(shi))級(ji)政(zheng)(zheng)府(fu)性(xing)融(rong)資(zi)(zi)擔(dan)(dan)保(bao)(bao)機(ji)構(gou)(gou)壯(zhuang)大資(zi)(zi)本(ben)(ben)實力,優先(xian)做強做大。


  (十(shi)四(si))加大財政(zheng)(zheng)(zheng)(zheng)補(bu)(bu)助力度。各州(zhou)(市)要建立(li)可持(chi)(chi)續擔保(bao)費補(bu)(bu)貼(tie)機制,確保(bao)政(zheng)(zheng)(zheng)(zheng)府(fu)性融資(zi)(zi)擔保(bao)機構保(bao)本微(wei)利運行。省級(ji)(ji)財政(zheng)(zheng)(zheng)(zheng)對省級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)性融資(zi)(zi)擔保(bao)機構開展的單戶擔保(bao)金額500萬(wan)元(含(han))以(yi)下納(na)入國家融資(zi)(zi)擔保(bao)基金備案和認證的支(zhi)小(xiao)支(zhi)農(nong)直保(bao)業(ye)務(wu)、1000萬(wan)元(含(han))以(yi)下的支(zhi)小(xiao)支(zhi)農(nong)比例再擔保(bao)業(ye)務(wu),按擔保(bao)貸款金額的一(yi)定比例給(gei)予(yu)擔保(bao)費補(bu)(bu)貼(tie)。同時,根(gen)據支(zhi)持(chi)(chi)小(xiao)微(wei)企(qi)業(ye)和“三農(nong)”主體(ti)在保(bao)責(ze)任余額、新增(zeng)擔保(bao)戶數、新增(zeng)擔保(bao)責(ze)任金額、新增(zeng)擔保(bao)責(ze)任金額增(zeng)速(su)、與(yu)省級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)性融資(zi)(zi)擔保(bao)機構合作業(ye)務(wu)規模等因素,給(gei)予(yu)州(zhou)(市)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)性融資(zi)(zi)擔保(bao)機構以(yi)獎代補(bu)(bu)支(zhi)持(chi)(chi),并(bing)根(gen)據工作考(kao)核(he)結(jie)果進行調整,激發(fa)州(zhou)(市)級(ji)(ji)政(zheng)(zheng)(zheng)(zheng)府(fu)性融資(zi)(zi)擔保(bao)機構拓展業(ye)務(wu)內生動力。


  (十(shi)五)科(ke)學(xue)建立代償(chang)補助機(ji)制(zhi)。各州(市(shi))財(cai)政部門要參照財(cai)政部做法,根(gen)據(ju)政府性(xing)融資(zi)擔保(bao)機(ji)構的(de)(de)業(ye)務規模(mo)、平(ping)均分險(xian)比例、基(ji)準(zhun)代償(chang)率、基(ji)準(zhun)擔保(bao)費率、基(ji)準(zhun)資(zi)金(jin)運作(zuo)收益率、基(ji)準(zhun)成本(ben)費用率等因(yin)素合理(li)確定代償(chang)補助資(zi)金(jin),結合工作(zuo)考(kao)核(he)結果進(jin)行(xing)調整。壓實政府性(xing)融資(zi)擔保(bao)機(ji)構經營(ying)管(guan)理(li)責任,加強與債權銀(yin)行(xing)的(de)(de)工作(zuo)協同,推(tui)動代償(chang)機(ji)制(zhi)有效運行(xing),實現風險(xian)補償(chang)后收支“緊(jin)平(ping)衡”,達到增強擔保(bao)能力、增強管(guan)理(li)水平(ping)、控制(zhi)業(ye)務規模(mo)、控制(zhi)擔保(bao)風險(xian)的(de)(de)“兩增兩控”要求。


  (十六)落實(shi)財稅(shui)(shui)(shui)(shui)扶持政(zheng)策(ce)。各州(zhou)(市(shi))人民政(zheng)府(fu)(fu)要建立與本(ben)級(ji)政(zheng)府(fu)(fu)性融(rong)資擔保(bao)機(ji)構(gou)業務發展相適應的資本(ben)金補充、擔保(bao)費補貼和代(dai)償補助機(ji)制,納入一般公(gong)共(gong)預算予以(yi)保(bao)障。政(zheng)府(fu)(fu)性融(rong)資擔保(bao)機(ji)構(gou)的代(dai)償損失(shi)核(he)銷(xiao),參(can)照金融(rong)企(qi)(qi)業呆賬核(he)銷(xiao)管理辦法執行。對符(fu)合條件的融(rong)資擔保(bao)公(gong)司(si)實(shi)施擔保(bao)賠償準備(bei)金、未到期責任準備(bei)金企(qi)(qi)業所得稅(shui)(shui)(shui)(shui)稅(shui)(shui)(shui)(shui)前(qian)扣除,以(yi)及免征增(zeng)值(zhi)稅(shui)(shui)(shui)(shui)、西部(bu)大開發企(qi)(qi)業所得稅(shui)(shui)(shui)(shui)稅(shui)(shui)(shui)(shui)率(lv)優惠等政(zheng)策(ce)。


  六、優化監管考(kao)核機制


  (十(shi)七)嚴格落(luo)實監管(guan)(guan)(guan)責(ze)任(ren)。省財政廳(ting)對省級政府性融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)構(gou)要(yao)(yao)加強(qiang)指導,建(jian)立重大事(shi)項報備(bei)制度。各州(市)人民政府作為監管(guan)(guan)(guan)責(ze)任(ren)主(zhu)體,要(yao)(yao)統(tong)籌(chou)發(fa)展和(he)安全(quan),牢牢守住(zhu)不發(fa)生系統(tong)性風(feng)險(xian)的底線。地方金融(rong)管(guan)(guan)(guan)理部門要(yao)(yao)完善支小支農(nong)擔(dan)保(bao)(bao)貸款監管(guan)(guan)(guan)政策(ce),統(tong)籌(chou)運用現場監管(guan)(guan)(guan)、非現場監管(guan)(guan)(guan)等手(shou)段加大業(ye)務合規性檢(jian)查,督促(cu)指導政府性融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)構(gou)完善保(bao)(bao)前、保(bao)(bao)中、保(bao)(bao)后(hou)風(feng)險(xian)管(guan)(guan)(guan)理措施(shi),細化全(quan)流程全(quan)崗位盡(jin)職免責(ze)制度。審計(ji)部門要(yao)(yao)加大監督檢(jian)查力度,把政府性融(rong)資(zi)(zi)擔(dan)保(bao)(bao)機(ji)構(gou)政策(ce)落(luo)實、業(ye)務開展、資(zi)(zi)產質量、風(feng)險(xian)防控以(yi)及財政資(zi)(zi)金使用效(xiao)率等情(qing)況列入審計(ji)重點內容,堅決懲治金融(rong)腐敗。


  (十八)加大風險預警(jing)防控。各州(市)人民政(zheng)府(fu)(fu)(fu)不得(de)干預政(zheng)府(fu)(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構日常經營(ying)決(jue)策,不得(de)違(wei)規要(yao)(yao)求政(zheng)府(fu)(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構偏離主(zhu)業盲目擴(kuo)大業務(wu)(wu)范(fan)圍或借(jie)用資(zi)本(ben)金用于融(rong)(rong)資(zi)平臺債務(wu)(wu)周轉。政(zheng)府(fu)(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構不得(de)為政(zheng)府(fu)(fu)(fu)債券發行提(ti)供擔保(bao),不得(de)為融(rong)(rong)資(zi)平臺融(rong)(rong)資(zi)提(ti)供增信,不得(de)對非融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構進行股權(quan)投資(zi)。地方金融(rong)(rong)管(guan)理部門要(yao)(yao)建立(li)健(jian)全政(zheng)府(fu)(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構風險預警(jing)機(ji)(ji)制(zhi),堅決(jue)打擊抽逃資(zi)本(ben)金行為,加強(qiang)風險分(fen)類管(guan)理,避免政(zheng)府(fu)(fu)(fu)性(xing)(xing)(xing)融(rong)(rong)資(zi)擔保(bao)機(ji)(ji)構因自身經營(ying)問(wen)題引發系統性(xing)(xing)(xing)金融(rong)(rong)風險。融(rong)(rong)資(zi)擔保(bao)行業協會(hui)要(yao)(yao)研究(jiu)制(zhi)定從(cong)業人員(yuan)管(guan)理制(zhi)度,提(ti)高人員(yuan)素質,推進隊伍建設(she),不斷提(ti)升業務(wu)(wu)技(ji)能。


  (十九)完善(shan)績效考(kao)(kao)核(he)機制。云南金(jin)融(rong)(rong)(rong)監(jian)管局要將(jiang)銀(yin)行(xing)(xing)與政(zheng)府(fu)性融(rong)(rong)(rong)資(zi)擔(dan)保(bao)機構(gou)合作(zuo)情況作(zuo)為單獨指(zhi)標,納入商業(ye)(ye)銀(yin)行(xing)(xing)小(xiao)微企(qi)業(ye)(ye)金(jin)融(rong)(rong)(rong)服務監(jian)管評(ping)價(jia)體(ti)系(xi),提升銀(yin)行(xing)(xing)開展擔(dan)保(bao)業(ye)(ye)務的積極性。銀(yin)行(xing)(xing)業(ye)(ye)金(jin)融(rong)(rong)(rong)機構(gou)要對支(zhi)(zhi)小(xiao)支(zhi)(zhi)農業(ye)(ye)務實行(xing)(xing)內部(bu)資(zi)金(jin)轉移優惠定價(jia),切(qie)實降(jiang)低小(xiao)微企(qi)業(ye)(ye)和“三(san)農”主體(ti)融(rong)(rong)(rong)資(zi)成本。各州(市(shi))財政(zheng)部(bu)門要完善(shan)政(zheng)府(fu)性融(rong)(rong)(rong)資(zi)擔(dan)保(bao)機構(gou)績效評(ping)價(jia)體(ti)系(xi),定期組織開展績效評(ping)價(jia),突(tu)出支(zhi)(zhi)小(xiao)支(zhi)(zhi)農規模、優化擔(dan)保(bao)支(zhi)(zhi)持行(xing)(xing)業(ye)(ye)結構(gou)等(deng)導向,降(jiang)低利潤(run)考(kao)(kao)核(he)要求(qiu),加大風險防控比重,并將(jiang)考(kao)(kao)核(he)結果直接運用于政(zheng)府(fu)性融(rong)(rong)(rong)資(zi)擔(dan)保(bao)機構(gou)的經(jing)營業(ye)(ye)績考(kao)(kao)核(he)、領導任期激勵和工資(zi)總額核(he)定。政(zheng)府(fu)性融(rong)(rong)(rong)資(zi)擔(dan)保(bao)機構(gou)負(fu)責人(ren)薪酬(chou)及履職待(dai)遇參(can)照(zhao)地方金(jin)融(rong)(rong)(rong)企(qi)業(ye)(ye)負(fu)責人(ren)薪酬(chou)及履職待(dai)遇規定執行(xing)(xing)。


  (二(er)十)優化公(gong)司治理結構。政(zheng)府(fu)性融資擔(dan)保機構要(yao)按照政(zheng)策引導(dao)、專業(ye)管(guan)理、市場化運(yun)作的(de)原則,加(jia)強(qiang)自身(shen)能力建(jian)設,推動建(jian)立(li)“能擔(dan)、愿擔(dan)、敢擔(dan)”的(de)長效機制(zhi)。建(jian)立(li)健(jian)全(quan)產權清晰、權責(ze)明確、政(zheng)企分開、管(guan)理科(ke)學的(de)現代(dai)企業(ye)管(guan)理制(zhi)度(du),建(jian)立(li)完善決策、管(guan)理、監督相互制(zhi)衡,激勵、約束相互匹配(pei)的(de)內控機制(zhi),做實(shi)資本、做強(qiang)機構、做精業(ye)務(wu)、嚴控風險,實(shi)現專業(ye)化、精細化管(guan)理,不斷提升規范運(yun)作水平(ping),打造(zao)忠誠干凈擔(dan)當的(de)政(zheng)府(fu)性融資擔(dan)保人才隊伍。
